Every gram panchayat in Uttar Pradesh has to form 6 committees: Planning and Development Committee (chaired by the Pradhan), Education Committee, Construction Works Committee, Health and Welfare Committee, Administrative Committee and Water Management Committee. The Gram Sabha has to meet at least twice a year (after the Kharif and Rabi harvests). It goes over the accounts and approves the Gram Panchayat Development Plan (GPDP), which is then uploaded on eGramSwaraj. Any voter of the village can attend and ask questions.

In the Panchayat Advancement Index 2023-24, Mirtana scored 49.9 out of 100, ranking 31st of 43 panchayats in Mat block (slightly behind the block average of 54.3). 2023-24ReportedPanchayat Advancement Index (PAI 2.0)

That puts it in the "Aspirant" band (Achiever 90+, Front Runner 75–90, Performer 60–75, Aspirant 40–60, Beginner below 40).

Scores on the nine development themes

Water-sufficient panchayat43.5
Clean and green panchayat46.9
