Work and livelihood

As in most of rural Bihar, people around Kumkumpur live mainly off farming (wheat, maize and pulses such as lentil in the Rabi season, paddy or maize in the Kharif season, depending on the area), along with dairy and job guarantee wage work. Since July 2026 that’s VB-G RAM G, which replaced MGNREGA: a household with a job card from the gram panchayat can get at least 125 days of paid work a year. Farmers can sign up for PM-KISAN and a Kisan Credit Card through the block agriculture office or a Common Service Centre.

Administration

Under the Bihar Panchayat Raj Act, 2006, Kumkumpur is run by its elected Mukhiya, the Up-Mukhiya and the ward members. The Gram Sabha, made up of all adult voters, approves the yearly plan and the list of scheme beneficiaries. The Panchayat Secretary sent by the Basantpur block office keeps the family register, the accounts and the birth and death register.

Every gram panchayat in Bihar has to form 6 committees: Planning, Co-ordination and Finance Committee (chaired by the Mukhiya), Production Committee, Social Justice Committee, Education Committee, Public Health, Family Welfare and Rural Sanitation Committee and Public Works Committee. The Gram Sabha has to meet at least once every three months. It goes over the accounts and approves the Gram Panchayat Development Plan (GPDP), which is then uploaded on eGramSwaraj. Any voter of the village can attend and ask questions.
