About Srinagar Gram Panchayat

Srinagar (श्री नगर) Gram Panchayat is in Thakrahan block, West Champaran district, Bihar. For land records and certificates you deal with Thakrahan anchal (circle); the district falls in the Tirhut Division. The panchayat’s LGD code is 98781.

It has just one revenue village, Sirinagar, so every adult voter of Sirinagar is a member of the Gram Sabha.

As the crow flies, Srinagar is about 17 km west of West Champaran headquarters. It’s about 3.6 km east of the middle of Thakrahan block. For trains, the closest station is Tamkuhi Road (about 14 km).

Srinagar is one of the 7 gram panchayats in Thakrahan block. The whole of West Champaran district has 315. Voters here elect their MLA from the Valmiki Nagar assembly constituency and their MP from the Valmiki Nagar Lok Sabha constituency.

The Mukhiya and the panchayat secretary are your first contacts for the family register, birth and death records and MGNREGA (now VB-G RAM G) job cards. Income, caste and residence certificates come from Thakrahan anchal; the steps are in the citizen services section below.

Work and livelihood

As in most of rural Bihar, people around Srinagar live mainly off farming (wheat, maize and pulses such as lentil in the Rabi season, paddy or maize in the Kharif season, depending on the area), along with dairy and job guarantee wage work. Since July 2026 that’s VB-G RAM G, which replaced MGNREGA: a household with a job card from the gram panchayat can get at least 125 days of paid work a year. Farmers can sign up for PM-KISAN and a Kisan Credit Card through the block agriculture office or a Common Service Centre.

Administration

Srinagar Gram Panchayat is run by an elected Mukhiya (village head), an Up-Mukhiya and ward members. Every adult voter in the panchayat’s villages is a member of the Gram Sabha. The Panchayat Secretary, posted by Thakrahan block, keeps the day-to-day records and registers births and deaths.

Every gram panchayat in Bihar has to form 6 committees: Planning, Co-ordination and Finance Committee (chaired by the Mukhiya), Production Committee, Social Justice Committee, Education Committee, Public Health, Family Welfare and Rural Sanitation Committee and Public Works Committee. The Gram Sabha has to meet at least once every three months. It goes over the accounts and approves the Gram Panchayat Development Plan (GPDP), which is then uploaded on eGramSwaraj. Any voter of the village can attend and ask questions.

Srinagar Mukhiya, MLA and MP

We haven’t yet verified the name of the current Mukhiya of this panchayat. The official sources are the State Election Commission results and the panchayat’s profile on eGramSwaraj. If you are the Mukhiya, the secretary or a resident, send the name and contact with the form at the end of this page, and we’ll add it once it’s checked.

A Mukhiya is elected for five years. The Mukhiya calls Gram Sabha meetings, decides with the panchayat how 15th Finance Commission and State Finance Commission grants are spent on drains, lanes, hand pumps, street lights and similar works, and recommends people for pensions, housing and ration cards.

How Srinagar scores on the Panchayat Advancement Index

The Ministry of Panchayati Raj's Panchayat Advancement Index (PAI 2.0) gives every gram panchayat a score from 0 to 100 on nine themes of the Localised Sustainable Development Goals. It uses about 150 indicators that panchayats report and block and district officials check.

PAI score
52.7/1002023-24ReportedPanchayat Advancement Index (PAI 2.0)

In the Panchayat Advancement Index 2023-24, Srinagar scored 52.7 out of 100, ranking 5th of 7 panchayats in Thakrahan block (slightly behind the block average of 54.8). 2023-24ReportedPanchayat Advancement Index (PAI 2.0)

That puts it in the "Aspirant" band (Achiever 90+, Front Runner 75–90, Performer 60–75, Aspirant 40–60, Beginner below 40).

Scores on the nine development themes

Poverty-free and enhanced livelihoods70.0
Healthy panchayat41.3
Child-friendly panchayat38.6
Water-sufficient panchayat53.3
Clean and green panchayat67.3
Self-sufficient infrastructure39.7
Socially just and secured67.0
Good governance64.0
Women-friendly panchayat45.7

Srinagar does best on “Poverty-free and enhanced livelihoods” (70.0) and worst on “Child-friendly panchayat” (38.6). That 31-point gap shows where the next Gram Panchayat Development Plan could focus. 3 of the nine theme scores are above the Thakrahan block average. 2023-24ReportedPanchayat Advancement Index (PAI 2.0)
