Work and livelihood

As in most of rural Rajasthan, people around Saharanpur live mainly off farming (wheat, mustard, gram and barley in the Rabi season, bajra, guar, moong, moth or groundnut in the Kharif season, depending on the area), along with dairy and job guarantee wage work. Since July 2026 that’s VB-G RAM G, which replaced MGNREGA: a household with a job card from the gram panchayat can get at least 125 days of paid work a year. Farmers can sign up for PM-KISAN and a Kisan Credit Card through the block agriculture office or a Common Service Centre.

Administration

Under the Rajasthan Panchayati Raj Act, 1994, Saharanpur is run by its elected Sarpanch, the Up-Sarpanch and the ward members. The Gram Sabha, made up of all adult voters, approves the yearly plan and the list of scheme beneficiaries. The Gram Vikas Adhikari (VDO) sent by the Arthuna block office keeps the family register, the accounts and the birth and death register.

Every gram panchayat in Rajasthan has to form 5 committees: Administration and Establishment Committee (chaired by the Sarpanch), Finance and Taxation Committee, Development and Production Programmes Committee (farming, animal husbandry, minor irrigation and allied work), Education Committee and Social Services and Social Justice Committee (water supply, health, sanitation). The Gram Sabha has to meet at least twice a year, once in the first and once in the last quarter of the financial year. It goes over the accounts and approves the Gram Panchayat Development Plan (GPDP), which is then uploaded on eGramSwaraj. Any voter of the village can attend and ask questions.

How Saharanpur scores on the Panchayat Advancement Index

The Ministry of Panchayati Raj's Panchayat Advancement Index (PAI 2.0) gives every gram panchayat a score from 0 to 100 on nine themes of the Localised Sustainable Development Goals. It uses about 150 indicators that panchayats report and block and district officials check.

PAI score
63.5/1002023-24ReportedPanchayat Advancement Index (PAI 2.0)

In the Panchayat Advancement Index 2023-24, Saharanpur scored 63.5 out of 100, ranking 8th of 26 panchayats in Arthuna panchayat samiti (slightly ahead of the block average of 60.0). 2023-24ReportedPanchayat Advancement Index (PAI 2.0)

That puts it in the "Performer" band (Achiever 90+, Front Runner 75–90, Performer 60–75, Aspirant 40–60, Beginner below 40).

Scores on the nine development themes

Poverty-free and enhanced livelihoods67.4

Water-sufficient panchayat35.8
Clean and green panchayat60.1
Self-sufficient infrastructure65.0
Socially just and secured74.2
Good governance69.1
Women-friendly panchayat58.9

Saharanpur does best on “Healthy panchayat” (84.3) and worst on “Water-sufficient panchayat” (35.8). That 49-point gap shows where the next Gram Panchayat Development Plan could focus. 7 of the nine theme scores are above the Arthuna block average. 2023-24ReportedPanchayat Advancement Index (PAI 2.0)
