About Shekhsar Gram Panchayat

Shekhsar Gram Panchayat is in Lunkaransar block, Bikaner district, Rajasthan. For land records and certificates you deal with Lunkaransar tehsil; the district falls in the Bikaner Division. The panchayat’s LGD code is 36126.

It has just one revenue village, Shekhsar, so every adult voter of Shekhsar is a member of the Gram Sabha.

As the crow flies, Shekhsar is about 97 km north-east of Bikaner headquarters. It’s about 23 km north-east of the middle of Lunkaransar block. For trains, the closest station is Malkisar (about 13 km).

Shekhsar is one of the 48 gram panchayats in Lunkaransar block. The whole of Bikaner district has 453. Voters here elect their MLA from the Lunkaransar assembly constituency and their MP from the Bikaner Lok Sabha constituency.

The Sarpanch and the panchayat secretary are your first contacts for the family register, birth and death records and MGNREGA (now VB-G RAM G) job cards. Income, caste and residence certificates come from Lunkaransar tehsil; the steps are in the citizen services section below.

Work and livelihood

As in most of rural Rajasthan, people around Shekhsar live mainly off farming (wheat, mustard, gram and barley in the Rabi season, bajra, guar, moong, moth or groundnut in the Kharif season, depending on the area), along with dairy and job guarantee wage work. Since July 2026 that’s VB-G RAM G, which replaced MGNREGA: a household with a job card from the gram panchayat can get at least 125 days of paid work a year. Farmers can sign up for PM-KISAN and a Kisan Credit Card through the block agriculture office or a Common Service Centre.

Administration

Shekhsar Gram Panchayat is run by an elected Sarpanch (village head), an Up-Sarpanch and ward members. Every adult voter in the panchayat’s villages is a member of the Gram Sabha. The Gram Vikas Adhikari (VDO), posted by Lunkaransar block, keeps the day-to-day records and registers births and deaths.

Every gram panchayat in Rajasthan has to form 5 committees: Administration and Establishment Committee (chaired by the Sarpanch), Finance and Taxation Committee, Development and Production Programmes Committee (farming, animal husbandry, minor irrigation and allied work), Education Committee and Social Services and Social Justice Committee (water supply, health, sanitation). The Gram Sabha has to meet at least twice a year, once in the first and once in the last quarter of the financial year. It goes over the accounts and approves the Gram Panchayat Development Plan (GPDP), which is then uploaded on eGramSwaraj. Any voter of the village can attend and ask questions.

Shekhsar Sarpanch, MLA and MP

We haven’t yet verified the name of the current Sarpanch of this panchayat. The official sources are the State Election Commission results and the panchayat’s profile on eGramSwaraj. If you are the Sarpanch, the secretary or a resident, send the name and contact with the form at the end of this page, and we’ll add it once it’s checked.

A Sarpanch is elected for five years. The Sarpanch calls Gram Sabha meetings, decides with the panchayat how 15th Finance Commission and State Finance Commission grants are spent on drains, lanes, hand pumps, street lights and similar works, and recommends people for pensions, housing and ration cards.

How Shekhsar scores on the Panchayat Advancement Index

The Ministry of Panchayati Raj's Panchayat Advancement Index (PAI 2.0) gives every gram panchayat a score from 0 to 100 on nine themes of the Localised Sustainable Development Goals. It uses about 150 indicators that panchayats report and block and district officials check.

PAI score
68.2/1002023-24ReportedPanchayat Advancement Index (PAI 2.0)

With a score of 68.2 out of 100 in the Panchayat Advancement Index 2023-24, Shekhsar is among the top 10% of panchayats in Rajasthan and ranks 6th of 44 in Lunkaransar panchayat samiti. 2023-24ReportedPanchayat Advancement Index (PAI 2.0)

That puts it in the "Performer" band (Achiever 90+, Front Runner 75–90, Performer 60–75, Aspirant 40–60, Beginner below 40).

Scores on the nine development themes

Poverty-free and enhanced livelihoods76.1

Water-sufficient panchayat64.0
Clean and green panchayat51.1
Self-sufficient infrastructure67.9

Shekhsar does best on “Good governance” (82.6) and worst on “Clean and green panchayat” (51.1). That 31-point gap shows where the next Gram Panchayat Development Plan could focus. 7 of the nine theme scores are above the Lunkaransar block average. 2023-24ReportedPanchayat Advancement Index (PAI 2.0)
