About Dikoliya Gram Panchayat

Dikoliya (दिकौलिया) is a Gram Panchayat (village council) in Phakharpur block of Bahraich district, Uttar Pradesh. Land and revenue work goes through Kaiserganj tehsil, and the district is part of the Devipatan Division. Its Local Government Directory (LGD) code is 49279.

It has just one revenue village, Dikoliya, so every adult voter of Dikoliya is a member of the Gram Sabha.

From Bahraich headquarters, Dikoliya is about 49 km away to the south-west (straight-line distance). It’s about 5.7 km south-west of the middle of Phakharpur block. For trains, the closest station is Chilwariya (about 24 km).

Dikoliya is one of the 86 gram panchayats in Phakharpur block. The whole of Bahraich district has 1,054. Voters here elect their MLA from the Kaiserganj assembly constituency and their MP from the Kaiserganj Lok Sabha constituency.

The Gram Pradhan and the panchayat secretary are your first contacts for the family register, birth and death records and MGNREGA (now VB-G RAM G) job cards. Income, caste and residence certificates come from Kaiserganj tehsil; the steps are in the citizen services section below.

Bahraich district’s One District One Product (ODOP) is Wheat-stalk handicraft. If you work in this trade in Dikoliya, you can apply at the District Industries Centre for ODOP margin-money loans, training and toolkits.

As in most of rural Uttar Pradesh, people around Dikoliya live mainly off farming (wheat, mustard and pulses in the Rabi season, paddy, maize or sugarcane in the Kharif season, depending on the area), along with dairy and job guarantee wage work. Since July 2026 that’s VB-G RAM G, which replaced MGNREGA: a household with a job card from the gram panchayat can get at least 125 days of paid work a year. Farmers can sign up for PM-KISAN and a Kisan Credit Card through the block agriculture office or a Common Service Centre.

Administration

Dikoliya Gram Panchayat is run by an elected Gram Pradhan (village head), an Up-Pradhan and ward members. Every adult voter in the panchayat’s villages is a member of the Gram Sabha. The Panchayat Secretary (Gram Panchayat Adhikari), posted by Phakharpur block, keeps the day-to-day records and registers births and deaths.

Every gram panchayat in Uttar Pradesh has to form 6 committees: Planning and Development Committee (chaired by the Pradhan), Education Committee, Construction Works Committee, Health and Welfare Committee, Administrative Committee and Water Management Committee. The Gram Sabha has to meet at least twice a year (after the Kharif and Rabi harvests). It goes over the accounts and approves the Gram Panchayat Development Plan (GPDP), which is then uploaded on eGramSwaraj. Any voter of the village can attend and ask questions.
