Work and livelihood

As in most of rural Rajasthan, people around Birmana live mainly off farming (wheat, mustard, gram and barley in the Rabi season, bajra, guar, moong, moth or groundnut in the Kharif season, depending on the area), along with dairy and job guarantee wage work. Since July 2026 that’s VB-G RAM G, which replaced MGNREGA: a household with a job card from the gram panchayat can get at least 125 days of paid work a year. Farmers can sign up for PM-KISAN and a Kisan Credit Card through the block agriculture office or a Common Service Centre.

Administration

Birmana Gram Panchayat is run by an elected Sarpanch (village head), an Up-Sarpanch and ward members. Every adult voter in the panchayat’s villages is a member of the Gram Sabha. The Gram Vikas Adhikari (VDO), posted by Rajiyasar block, keeps the day-to-day records and registers births and deaths.

Every gram panchayat in Rajasthan has to form 5 committees: Administration and Establishment Committee (chaired by the Sarpanch), Finance and Taxation Committee, Development and Production Programmes Committee (farming, animal husbandry, minor irrigation and allied work), Education Committee and Social Services and Social Justice Committee (water supply, health, sanitation). The Gram Sabha has to meet at least twice a year, once in the first and once in the last quarter of the financial year. It goes over the accounts and approves the Gram Panchayat Development Plan (GPDP), which is then uploaded on eGramSwaraj. Any voter of the village can attend and ask questions.

Birmana Sarpanch, MLA and MP

We haven’t yet verified the name of the current Sarpanch of this panchayat. The official sources are the State Election Commission results and the panchayat’s profile on eGramSwaraj. If you are the Sarpanch, the secretary or a resident, send the name and contact with the form at the end of this page, and we’ll add it once it’s checked.

A Sarpanch is elected for five years. The Sarpanch calls Gram Sabha meetings, decides with the panchayat how 15th Finance Commission and State Finance Commission grants are spent on drains, lanes, hand pumps, street lights and similar works, and recommends people for pensions, housing and ration cards.

How Birmana scores on the Panchayat Advancement Index

The Ministry of Panchayati Raj's Panchayat Advancement Index (PAI 2.0) gives every gram panchayat a score from 0 to 100 on nine themes of the Localised Sustainable Development Goals. It uses about 150 indicators that panchayats report and block and district officials check.

PAI score
64.2/1002023-24ReportedPanchayat Advancement Index (PAI 2.0)

In the Panchayat Advancement Index 2023-24, Birmana scored 64.2 out of 100, ranking 6th of 19 panchayats in Rajiyasar panchayat samiti (about the same as the block average of 62.5). 2023-24ReportedPanchayat Advancement Index (PAI 2.0)

That puts it in the "Performer" band (Achiever 90+, Front Runner 75–90, Performer 60–75, Aspirant 40–60, Beginner below 40).

Scores on the nine development themes

Poverty-free and enhanced livelihoods66.9

Water-sufficient panchayat56.3
Clean and green panchayat64.1
Self-sufficient infrastructure53.5
Socially just and secured62.0
Good governance75.1
Women-friendly panchayat57.2

Birmana does best on “Healthy panchayat” (86.8) and worst on “Self-sufficient infrastructure” (53.5). That 33-point gap shows where the next Gram Panchayat Development Plan could focus. 7 of the nine theme scores are above the Rajiyasar block average. 2023-24ReportedPanchayat Advancement Index (PAI 2.0)

Citizen services: how to get things done

Birth and death certificates

  1. Report a birth or death in the village to the Gram Vikas Adhikari (VDO) within 21 days; they are the registrar for rural areas. If a baby is born in a hospital, the hospital registers the birth.
  2. Download the certificate from crsorgi.gov.in. If you register after 21 days, you may need an affidavit and an order from the Tehsildar.

Income, caste and domicile certificates

  3. The Tehsildar issues a digitally signed certificate, usually within 7–15 working days. Track it online with your application number.

Jamabandi (Nakal) (land record) and Namantaran (mutation)

  1. On Apna Khata (e-Dharti) (apnakhata.rajasthan.gov.in), choose district Sri Ganganagar, Tehsil Suratgarh and your village, then search by account number, plot (khasra) number or name to see the Jamabandi (Nakal).
  2. You can get a certified copy at an e-Mitra kiosk or the Tehsil office. Check the status of a Namantaran (mutation) case on Apna Khata (namantaran application status) (apnakhata.rajasthan.gov.in).

Ration card

  1. To get a new ration card or add family members, apply on Food and Civil Supplies Department, Rajasthan (food.rajasthan.gov.in) or through an e-Mitra kiosk. The card is made out in the name of the eldest woman of the household.
  2. In villages, Rajiyasar block officials check the application and the supply inspector or District Supply Officer approves it.

Old-age, widow and disability pension

  1. Apply online on RajSSP (social security pension) (ssp.rajasthan.gov.in) or through an e-Mitra kiosk. Attach proof of age (or of your spouse’s death, or of disability), an income certificate, Aadhaar and your bank passbook.

Complaints and Right to Information (RTI)

  1. Complain about any government service on Rajasthan Sampark (sampark.rajasthan.gov.in) or call 181. It goes to the officer responsible, and you can track what happens online.
  2. To find out what the panchayat spent and on which works, file an RTI application (₹10 fee) with the Public Information Officer at Rajiyasar block. Works and payments are also listed on egramswaraj.gov.in.
